Fair Service Heating and Air Conditioning began in 2008, building from a partnership into the incorporated company that now serves homes across Winnipeg. Felix Gelman immigrated to Canada in 2005 through Manitoba’s Provincial Nominee Program, with his HVAC background helping qualify him for the program.

He spent his first years here working for other HVAC companies before launching his own. “I always wanted to have my own business,” Felix says. The partnership formed in 2008, and by 2010 Fair Service Heating was incorporated as the company customers know today.

One program Felix points customers toward is the heat pump option through Efficiency Manitoba’s Energy Efficiency Assistance Program (EEAP). For income-qualifying Winnipeg homeowners whose homes are heated electrically — with baseboards or an electric furnace — the program covers a full heat pump installation at no cost to the homeowner. Felix notes that a typical install can represent around $20,000 in work the homeowner doesn’t pay for.

He recently completed one of those installs — a five-head heat pump with the outdoor condenser, a roughly four-to-five-day job — for a customer who did not pay a dime out of pocket. Felix notes that homeowners on a gas furnace can still qualify for high-efficiency furnace upgrades through Efficiency Manitoba at a low monthly payment, though the free heat pump program is reserved for homes that heat electrically. Many Winnipeggers don’t realize the program exists, which is part of why he makes sure to keep bringing it up.

His advice for anyone hiring an HVAC company in Winnipeg is straightforward. “Look at the reviews. Ask people. Choose a reputable company,” he says. “It doesn’t mean choose the biggest one — the biggest companies usually won’t give you the same level of service as the smaller ones.”

When Felix isn’t running Fair Service, he is usually outdoors. Hiking, kayaking, and camping are on the regular list, and he travels overseas when he can.
